Less but better paid teachers, said the minister Gelmini. Said and done. But with makeup. And the trick is in the amendment presented by Hon. Aprea - on behalf of the Government - the DL 137 under discussion in Parliament at this time.
The single teacher will be more hours that will be paid by the Fund Institute. Not only, therefore, the children will have a master in it, but the school will have less money for training activities. Worse than that ...
The amendment Aprea is very serious for several reasons: invasion of the role of bargaining, attachment to school autonomy, decreased quality and quantity of training. A worsening in the enactment of a decree already ugly.
If the amendment to the Education Commission of the President of the House will pass, schools will draw on the resources of the school fund to pay for the increased workload that will be required at single teacher from 1 September 2009 (2 more hours of lessons with children of their own class). To do so would require additional resources but there are, as is apparent from the Commission's findings on the lack of budgetary funding. Then the solution proposed by Mr. Aprea, on behalf of Minister Gelmini, is to divert funds from schools.
Paragraph 2 of art. 4 of Decree No 137 would in fact be replaced by two new ones.
In the first sequence is expected to contract all'Aran appropriate to define the salary the teacher had to shop for the extra hours that will be required beyond the current contractual obligations.
In the second authorizes the Minister Tremonti to verify the financial need for this operation, from September 1, 2009, by finding those resources by the school fund. Article 4
Replace paragraph 2 with the following:
2-a.
Sequence is defined with a specific contract the salary of primary school had one teacher for additional teaching hours after the time compulsory education established by the applicable contract provisions.
2-ter.
For the realization of the purposes provided for in this Article, the Minister of Economy and Finance, in conjunction with the Ministry of Education, University and Research, subject to the powers of the Committee referred to in Article 64, paragraph 7 of Decree Law of 25 June 2008, No. 112, with amendments, into law August 6, 2008, No 133, provides for the verification of specific financial suffering brought about by application of paragraph 1 of this article, as from 1 September 2009. Following the above occurs for the purposes specified in the contract to the sequence established by paragraph 2 of this Article, shall, for the year 2009, where necessary, to rely on the resources of the fund establishment of educational institutions to reinstate portion resources made available pursuant to paragraph 9 of Article 64 of Law Decree 25 June 2008, No 112, with amendments, into law August 6, 2008, No 133, within the limits of the cost savings resulting from the application of paragraph 1, made available for the purposes of paragraph 2 of this Article
