And I see the faces of many teachers, have become dear friends with me engaged in the difficult and fascinating company to build a school "by one and all," said Don Milani as a school of "science and tenderness" ... The program was the result of extensive studies of content and methods, comparisons, very heated discussions. A great revolution in law after years of experimentation, which has irreversibly changed our way of being and doing school, which has left us all a special imprintig. It was a time when the culture and the school counted, were important. Times when parents gave us confidence, believe in change and participated in the wave of democracy that were the Bodies. It's been years, decades. So much has changed in society and, consequently, inexorably, even in school. School and culture no longer enjoy the luxury of time, are no longer at the top of the scale values of the society, students and families. The great movement of ideas, knowledge, values - not supported by appropriate policies - has been tarnished. He lost in the excitement and passion, clarity and planning. For too many years on the school lacks a collective thought. Insufficient ideas, ethical values, shared reforms. Insufficient inspiring teacher. For years the school has borrowed a business language. Children and families have become "customers". The head teachers have been transformed - in spite of themselves - in the Executive, with the teaching "evaporated" from their role. Piero Bernocchi portavoce nazionale COBAS, sulle prove invalsi di maggio nella scuola . Dal 10 al 13 maggio il Ministero dell'Istru  zione (un tempo Pubblica, di nome e di fatto) intende fare svolgere nelle scuole elementari , medie e, per la prima volta, nelle superiori le cosidette “ prove Invalsi ”. Si tratta di una serie di quiz, sul modello catastrofico statunitense, che insultano la scuola pubblica , ogni didattica di qualità, la professionalità dei docenti e qualsiasi serio apprendimento da parte degli studenti . In questi giorni appare lampante cosa significa imporre e addestrare all' insegnamento a quiz. Dilagano i libri per preparare ai test e tanti insegnanti si sentono obbligati, per non “sfigurare” essi e la classe, a stravolgere l'insegnamento ea dedicare un sacco di tempo alla preparazione per i quiz, più o meno a livello di una qualsiasi scuola-guida: ed esattamente come accade negli Stati Uniti, ove, qualche mese prima dei test di inglese e matematica (progetto “No child left behind”, sul quale ci sono polemiche roventi) l'intera programmazione viene stravolta, le altre materie abbandonate e queste stesse “piegate” al solo addestramento a quiz. Questo processo modifica alla radice e immiserisce irreversibilmente l'istruzione e la riduce a superficiale infarinatura di”competenze”. I quiz saranno usati per classificare le scuole, i docenti, gli studenti, e per differenziare gli stipendi degli insegnanti.
CHI FA I QUIZ INVALSI DANNEGGIA ANCHE TE: DIGLI/DILLE DI SMETTERE.
Non c'è alcun obbligo a svolgere ea correggere i quiz per i docenti ma solo per l'istituto Invalsi: e nessun obbligo a svolgerli nelle scuole, per giunta in orario di lezione. Stiamo diffidando i presidi che impongono ai docenti e alle scuole di interrompere l'attività didattica per “giocare con i quiz”, senza neanche una decisione dei Collegi Docenti. Impediamo l'interruzione illegale della didattica e lo svolgimento dei quiz nelle scuole: e comunque evitiamo di parteciparvi. Un conto infatti è tutelare la libertà di espressione del docente, un'altra è quella di consentire che nella scuola si continui a fare impunemente propaganda politica”. E sono molti, secondo l'esponente del Pdl, i casi in cui i professori oltrepassano questo limite. “Soprattutto in Emilia Romagna – aggiunge – tra i professori della Cgil”. Così Garagnani propone di inserire nel decreto legislativo del 16 aprile '94 numero 297, un nuovo articolo (il 490-bis) nel quale si specifica per la prima volta in modo diretto che il docente dovrà astenersi in ogni caso da qualunque atto di propaganda politica o ideologica nell'esercizio delle attività di insegnamento anche di carattere integrativo, facoltativo od opzionale”. A vigilare che questo non avvenga, spiega ancora il deputato del Pdl nella sua proposta, dovrà essere “il responsabile della scuola”, cioè il dirigente scolastico. Garagnani, modificando il Testo unico sulla scuola, propone anche una norma che specifichi come l'insegnamento della religione non possa essere considerato semplicemente “lo studio della storia delle religioni”.
La replica della Cgil. “L'onorevole Garagnani ha perso un'altra occasione per stare zitto – ha detto il segretario generale della Flc-Cgil, commentando la proposta di legge -. L'ultima esternazione di Garagnani è, per usare un eufemismo – afferma Pantaleo – delirante. Abbia rispetto per gli insegnanti tutti e per la loro funzione e abbia rispetto per la Cgil, una organizzazione sindacale che ha fatto della difesa dei valori costituzionali un punto identitario. Si ricordi Garagnani – conclude il sindacalista – che gli insegnanti tutti non inculcano, ma educano secondo i principi della nostra Costituzione”. Ma quando sotto il naso si è visto il “carteggio” delle prove Invalsi di Italiano e Matematica (trenta fogli), non ci ha visto più: ha contraffa tto il documento ministeriale , strappando l'etichetta con il codice identificativo della classe e della scuola. Poi, ha provato a risolvere i quesiti: quello di matematica – ha spiegato al telefono – chiedeva la soluzione di esercizi a lui sconosciuti, “li avevo fatti in terza media, chi se li ricordava…”. Più “facile”, invece, la prova di Italiano: solo testi descrittivi e non poetici “come adesso mi capita al quinto ginnasio”. In tutta Italia sono cominciate le ta nto osteggiate prove Invalsi, i test nazionali di misurazione dell'apprendimento e di riflesso del sistema scolastico nazionale. Ed è qui il guaio. Come ogni maggio, polemiche e discussioni precedono i quiz: quale validità? E il loro fine ultimo? Nonché i dubbi sulla privacy. Ogni volta, si promettono migliorie e correzioni per l'anno a venire. Si ribadisce che i quiz ministeriali non sono una mossa per valutare scuole e prof e che le prove sono rigorosamente anonime. Ma, come accade in tutte le cose che hanno a che fare con l'istruzione – specialmente ora che in viale Trastevere c'è 'Marystar' – le parole restano lettera morta. E gli studenti hanno una sola arma: restarsene a casa quel giorno e marinare la scuola, o consegnare le prove in bianco, visto che nessuno può costringerli ad eseguirli. In più, con la mannaia dei tagli alla scuola in corso e l'accetta in agguato per il prossimo settembre – con sforbiciata ulteriore di prof, bidelli, ore di studio e altro – una sonora protesta ci sta tutta. E così, dalle Alpi alla Sicilia, è andato in scena il boicottaggio dell'Invalsi. E non finisce qui. Oggi è toccato a mezzo milione di studenti del secondo anno delle scuole superiori. Gli studenti di liceo, tecnici e pr+ofessionali hanno debuttato con l'Invalsi per la prima volta. Nei prossimi giorni tocca ai bambini delle seconda e quinta elementare e poi ai ragazzini delle medie. Ma non è detto che tutto vada liscio: l'Unicobas ha escogitato una trappola per bloccare i test: per giovedì 12 maggio, lo sciopero dell'ultima ora di lezione nella scuola media. E per l'indomani, venerdì, la proclamazione di uno sciopero nazionale dell'intera giornata con manifestazione a Roma. Il tutto nei giorni programmati per l'Invalsi. A Roma la protesta è stata clamorosa in quasi tutte le scuole (dal Giulio Cesare al Socrate, dal Virgilio al Cavour, dall'Albertelli all'Orazio, dal Giordano Bruno all' Aristotele, dal Visconti al Ripetta, dal Pinturicchio al Margherita di Savoia, dall'Aristofane all'Augusto dal Russell al Kant, compresi il Lombardo Radice e Pasteur). Ognuno ha adottato un dissenso autonomo, pur andando incontro ad eventuali provvedimenti disciplinari. E' il caso del liceo classico Socrate della Garbatella: sette quinte ginnasio coinvolte per i quiz. Una intera classe del quinto ginnasio ha cancellato i codici identificativi che collegano lo studente alla prova Invalsi e altri 15 studenti di un'altra sezione sono rimasti per tutto il tempo con le braccia conserte, consegnando poi il test in bianco. La preside, Gabriella De Angelis è piuttosto seccata: “E' grave, gravissimo… Non si possono contraffare dei documenti. I ragazzi che non erano d'accordo con l'Invalsi potevano rifiutarsi di eseguire i test, come del resto accade con i compiti in classe: lo consegni in bianco ma non lo scarabocchi o ci fai disegnini sopra o ci scrivi barzellette… E' inaccettabile… Il rispetto e la correttezza prima di tutto. Questa scuola pretende questo ei ragazzi lo sanno. Come sapevano bene – perché gli era stato spiegato – che le prove Invalsi hanno un codice che resta anonimo per il ministero”. La preside non teme l'Invalsi. “Non ho paura di una rilevazione nazionale – spiega -, all'estero si fa senza storie, anzi ci tengono molto. Certo, da noi ci sarebbero dei rilievi da fare su alcuni aspetti. Parliamone, discutiamone, ma i media la smettano di dipingerci tutti o schiacciati con la Gelmini o con i Cobas”. Silvia, Paolo, Flavio e Sofia hanno scelto di entrare a scuola. Lorenzo del Cavour invece ha preferito restare fuori. Il questionario dello studente – con le domande “pulce” sulla famiglia e le professioni dei genitori – è stato il test bocciato quasi da tutti i liceali. La maggior parte l'ha consegnato in bianco. Raccontano Flavio, Sofia e Silvia: “Non capisco perché il ministero vuole sapere se ho una stanza tutta mia, se ho il computer in camera e che professione fanno mio padre e mia madre”. “Che le frega alla Gelmini di sapere se ho una libreria e in casa e quanti libri ci sono sugli scaffali?” – sbotta Francesca. Mentre Silvia del tecnico industriale dell'Anagnina – quartiere a sud di Roma – contesta le prove uguali per tutti, dal classico all'istituto d'arte. Il primo giorno dell'Invalsi è trascorso. E la Gelmini è rimasta all'asciutto sulla privacy delle famiglie degli studenti. Giovedì e venerdì si replica. Il flop è in agguato. info: acquapubblicacz@gmail.com share on facebook Dopo aver preso in ostaggio la Scuola pubblica italiana (ciò che ne rimane) per quattro giorni consecutivi (quest'anno dal 10 al 13 Maggio); dopo aver persuaso i suoi  docenti e le sue docenti (una parte significativa di loro) a interrompere il proprio lavoro per giocare (ancora) al FACCIAMOCIDELMALE ; dopo aver spacciato – per il tramite dell'Istituzione scolastica – per obbligatorie le attività di somministrazione e correzione dei propri test; dopo aver investigato tra gli scaffali ei conti correnti delle famiglie; dopo questi ed altri numeri di illusionismo, la banda dell'INVALSI ( in associazione coi loro “pali” al Ministero ) ha assestato un altro brillante colpo al diritto all'istruzione: ha affermato (dopo decenni di scuola dell'inclusione) la secondarietà di alcuni alunni e alunne rispetto ad altri/e. “Le prove personalizzate non devono essere inviate all'INVALSI, né, tantomeno, i dati a esse relativi” , e dunque: “Fuori gli/le insegnanti d i sostegno! Fuori i bambini e le bambine 'meno uguali'! O se proprio devono stare dentro, zitti e mosca, e lavorare! E sul loro test ci mettiamo un bel codice di riconoscimento, che non si mescoli con gli altri!” .
Metterla così sembra brutale, ma a leggere la recente nota INVALSI sullo svolgimento delle prove 2010-2011 per gli allievi con bisogni educativi speciali, la si può mettere solo peggio- http://www.invalsi.it
Dopo che la cattiva coscienza ha suggerito agli estensori di tale documento di disseminare il testo di ipocrisie benaugurali come “la più larga inclusione possibile” e simili, subito in Premessa si scrive che “ l e prove SNV […] non sono finalizzate alla valutazione individuale degli alunni, ma al monitoraggio dei livelli di apprendimento conseguiti dal sistema scolastico, nel suo insieme e nelle sue articolazioni.” Il che equivale a dire più o meno: non vi preoccupate, non ci interessano i livelli di apprendimento di alunni e alunne con disabilità o DSA, e non ci interessa nemmeno come il sistema scolastico ha lavorato con loro.
Occorre ricordare che l'ammissione di alunni e alunne ai test è una decisione che l'INVALSI rimette alla dirigenza scolastica, lavandosene le mani, non accennando neppure a consigli di classe oa gruppi operativi che pure avrebbero tutti gli elementi necessari per prendere decisioni in merito. Per l'INVALSI “la valutazione del singolo caso può essere effettuata in modo soddisfacente solo dal Dirigente scolastico”.
A breve distanza nel testo, con un refrain che riccorre con insistenza paranoica, si giustifica un simile approccio separatista richiamando l'attenzione sulla necessità di “consentire il rispetto del protocollo di somministrazione delle prove, garanzia della loro affidabilità e attendibilità”. L'individualizzazione del percorso educativo deve cedere il passo al principio di standardizzazione, l'insegnante di sostegno deve interrompere il proprio servizio, tutte le buone prassi educative della nostra scuola devono impallidire e adattarsi all'ospite INVALSI, al suo protocollo e ai suoi complessi di attendibilità.
Si dirà che l'insegnante di sostegno può sempre portare l'alunno o l'alunna in un'altra aula (se ce ne sarà una libera) e lì mettere in pratica quei normali strumenti dispensativi che invece l'INVALSI vieta di adoperare in classe durante le prove (leggere a voce alta il testo del quiz, ad esempio).
La richiesta, di per sé assurda, lo è a maggior ragione se è fatta (come in questo caso) da un ospite non invitato che considera plausibile (quando non auspicabile o persino obbligatorio) ciò che nella quotidianeità della vita scolastica non accade mai: che un alunno o una alunna escano dalla classe in quanto “incompatibili” con un protocollo.
Poca retorica: non possiamo non pensare a quel che potrebbe accadere nei prossimi giorni di test ad alunne e alunni normalmente seguiti da insegnanti di sostegno. Di colpo subiranno una sospensione delle regole. Se dovessero protestare, come è loro diritto, cosa gli racconteremo? Se pretenderanno di restare in classe anche loro, come è loro diritto; se, come i loro compagni e le lro compagne, vorranno avere tra le mani uno di questi magici fascicoli in grado di far diventare grandi i piccini e piccoli i grandi, come ci comporteremo? E poi, come ea che prezzo gestiranno la loro frustrazione quando dovremo accompagnarli fuori? E se invece faranno la prova da soli in classe, chi li risarcirà per l'ansia e la fatica di un test che viene loro presentato come “importantissimo” e che dovranno affrontare senza il sostegno a cui hanno diritto?
La prossima settimana, in occasione delle prove-non-obbligatorie dell'INVALSI, pretendiamo che alunni e alunne restino in classe a fare scuola vera, pretendiamo di svolgere a pieno la nostra funzione di insegnanti di sostegno (insegnanti dell'intera classe) e pretendiamo infine che ogni richiesta di venir meno ai nostri obblighi di servizio ci venga messa per iscritto. Così facendo tuteleremo i nostri diritti di lavoratori e quelli all'istruzione di alunni e alunne del nostro sistema scolastico. Per i medesimi motivi rimandiamo al mittente tutti i tentavi che in questi giorni vengono compiuti di precettare gli insegnanti e le insegnanti di sostegno per la correzione delle prove INVALSI; ribadiamo che siamo pienamente consapevoli che queste prove sono un abuso didattico e che non sussiste alcuna obbligatorietà; difendiamo la nostra dignità davanti a quei dirigenti scolastici che l'hanno oramai perduta arrivando a promettere (spesso sapendo di non poter mantenere tali promesse) denaro del FIS che sarebbe illegittimo (oltre che meschino) usare in questo modo. Anche quest'anno, come già avvenuto alla scuola elementare, ho saputo che i ragazzi svolgeranno le 'prove invalsi'. Ho deciso di capirne di più e navigando su internet ho trovato molto materiale. Ora mi chiedo se altri genitori hanno fatto come me e se anche loro sono rimasti basiti. Si parla di tagli,di risparmi (spesso a spese dei nostri figli) ma sapete quanto costano queste prove? Qualcuno può spiegarmi come si può generalizzare la valutazione sui ragazzi applicando sterili test che non tengono conto del percorso personale dell'alunno e dell'intera classe? Sterili fogli con una serie di domande che magari indovini più per fortuna che per studio e può capitare che vengano penalizzati alunni che durante l'anno hanno sempre lavorato con impegno. Non sarebbe meglio utilizzare quella ingente somma, per apportare migliorie alla decadente scuola Italiana che va avanti per missione di quei professori che eseguono la loro funzione in maniera professionale nonostante gli enormi disagi? Sicuramente mia figlia uscirà proprio nell'ora in cui verranno sottoposte tali prove e invito tutti coloro che la pensano come me a fare altrettanto”. E attenzione perché le erogazioni liberali a Onlus e associazioni di promozione sociale si possono o detrarre al 19% o dedurre (rigo E27 codice 3, RP28 codice 3): è questa seconda ipotesi la più conveniente, perché il rimborso varia dal 23% al 43%, a seconda dell'aliquota massima del contribuente”. continua a leggere Dichiarazione dei redditi: come detrarre le spese scolastiche share on facebook CONSIDE  RATO CHE - le ore curriculari previste dal calendario scolastico adottato dal Consiglio di Istituto sono dedicate a realizzare le attività didattiche e formative previste all'interno del POF che “è il documento fondamentale costitutivo dell'identità culturale e progettuale delle istituzioni scolastiche ed esplicita la progettazione curricolare, extracurricolare, educativa ed organizzativa che le singole scuole adottano nell'ambito della loro autonomia” (DPR 275/99, art. 3, comma 1); il POF del nostro istituto del 2010/11 non prevede alcuna attività riconducibile all'INVALSI, né per i docenti, né per gli studenti; quindi le famiglie non sono st ate informate in merito al momento dell'iscrizione;
- la programmazione delle attività didattiche compete ai consigli di classe per quanto riguarda gli aspetti collegiali, ai dipartimenti disciplinari e ai docenti per quanto riguarda le singole discipline, nel rispetto della libertà di insegnamento garantita dall'art. 33 della Costituzione; a tale proposito né i Consigli di classe né i primi Collegi dei Docenti dell'anno scolastico 2010/11, ai quali spetta deliberare la programmazione didattica di tutto l'anno, hanno indicato alcuna priorità, né previsto alcuna attività riconducibile all'INVALSI; inoltre il Piano delle attività del 2010 – 11 non prevede prove di valutazione INVALSI;
- “la valutazione, periodica e annuale, degli apprendimenti e del comportamento degli studenti del sistema educativo di istruzione e di formazione, e la certificazione delle competenze da essi acquisite, sono affidate ai docenti delle istituzioni di istruzione e formazione frequentate; agli stessi docenti è affidata la valutazione dei periodi didattici ai fini del passaggio al periodo successivo” (L. 53/2003, art. 3, comma1a); quindi questa è la valutazione che spetta alle scuole e per questa è previsto un obbligo di servizio p er i docenti;
- “ai fini del progressivo miglioramento e dell'armonizzazione della qualità del sistema di istruzione e di formazione, l'Istituto nazionale per la valutazione del sistema di istruzione effettua verifiche periodiche e sistematiche sulle conoscenze e abilità degli studenti e sulla qualità complessiva dell'offerta formativa delle istituzioni scolastiche e formative” (L. 53/2003, art. 3, comma1b); quindi queste verifiche periodiche e sistematiche spettano all'INVALSI e sono un obbligo di servizio per quell'istituto;
- le indennità ei compensi a carico del fon do d'istituto sono regolamentati dall'art. 88 del CCNL 2006-2009 tutt'ora in vigore e ad esso si rimanda per ogni ulteriore specificazione, ma interessa qui ribadire che ogni suo utilizzo, nel suddetto articolo, va riferito ad attività interne al POF e necessarie alla sua realizzazione; coerentemente, il Contratto di Istituto del 2010/11 non prevede compensi del Fondo di istituto per eventuali attività aggiuntive attinenti l'INVALSI; peraltro lo stesso Contratto Collettivo Nazionale di lavoro non prevede per gli insegnanti alcun impegno riconducibile all'INVALSI, né tra gli obblighi di servizio, né nella funzione docente; del resto nessuna normativa stabilisce che le attività INVALSI siano obbligatorie per i singoli doce nti delle scuole superiori.
Per tutti i motivi esposti i sottoscritti docenti si dichiarano NON DISPONIBILI a svolgere alcuna attività relativa alle prove INVALSI
a rinunciare alle proprie ore disciplinari di lezione per lo svolgimento delle stesse. I sottoscritti, in caso di ordine d i servizio da parte della dirigenza si riservano di contestarne la legittimità con regolare atto di rimostranza. Allegato Forumscuole share on facebook Dal 10 al 13  maggio il Ministero dell'Istruzione (un tempo Pubblica, di nome e di fatto) intende fare svolgere nelle scuole elementari, medie e, per la prima volta, nelle superiori le cosidette “prove Invalsi”. Si tratta di una serie di quiz, sul modello catastrofico statunitense, che insultano la scuola pubblica, ogni didattica di qualità, la professionalità dei docenti e qualsiasi serio apprendimento da parte degli studenti. In questi giorni appare lampante cosa significa imporre e addestrare all'insegnamento a quiz. Dilagano i lib ri per preparare ai test e tanti insegnanti si sentono obbligati, per non “sfigurare” essi e la classe, a stravolgere l'insegnamento ea dedicare un sacco di tempo alla preparazione per i quiz, più o meno a livello di una qualsiasi scuola-guida: ed esattamente come accade negli Stati Uniti, ove, qualche mese prima dei test di inglese e matematica (progetto “No child left behind” , sul quale ci sono polemiche roventi) l'intera programmazione viene stravolta, le altre mater ie abbandonate e queste stesse “piegate” al solo addestramento a quiz. . Questo processo modifica alla radice e immiserisce irreversibilmente l'istruzione e la riduce a superficiale infarinatura di”competenze”. I quiz saran no usati per classificare le scuole, i docenti, gli studenti, e per differenziare gli stipendi degli insegnanti. CHI FA I QUIZ INVALSI DANNEGGIA ANCHE TE: DIGLI/DILLE DI SMETTERE. Non c'è alcun obbligo a svolgere ea correggere i quiz per i docenti ma solo per l'istituto Invalsi: e nessun obbligo a svolgerli nelle scuole, per giunta in orario di lezione. Stiamo d iffidando i presidi che impongono ai docenti e alle scuole di interrompere l'attività didattica per “giocare con i quiz” , senza neanche una decisione dei Collegi Docenti. Impediamo l'interruzione illegale della didattica e lo svolgimento dei quiz nelle scuole: e comunque evitiamo di parteciparvi. Cara mamme – ha poi concluso – vi garantisco che il governo continuerà a lavorare con lo stesso entusiasmo e con lo stesso impegno per valorizzare il vostro ruolo nella famiglia nel mondo del lavoro e della società.
